Nonetheless, you can force module unloadability this way:

modprobe ipv6 unloadable=1

Reading through the code, you'll see that original authors wanted to
provide full unloadability but they never completed that code.
(see net/ipv6/af_inet6.c)

The usage counter is left to -1 anyway and I think it's really impossible 
to providing a meaningful "usage counter", because what's a "usage unit" 
anyway?  Opened sockets? Addresses assigned to interfaces?  Allocated 
skbufs?
