AFAIK, the ipv6 standards are silent about this. so, each resolver can
follow a different behaviour.
BTW: i guess you wanted to say:
" Should the resolver query AAAA and then A, ..."
and not:
" Should the resolver query AAAA and then A6, ..."

in my experience, i have often encountered this behaviour, but i couldn't
tell if this is a bind bug or the correct way to process AAAA queries.

unfortunately, no. this is application-specific (but i wonder if there is
a way to configure the glibc resolver to return ipv4 or ipv6 addresses
first).
