[ds6-devel] Unsolicited Neighbor Advertisemnent

Is there an ioctl or a library call available so that a user-space app can
cause an unsolicited neighbor advertisement to be sent?  Or is there
already an arping-like tool for ipv6 that will accomplish this?  Google
searches and searching on this list have turned up nothing, and it doesn't
appear that the ip command can be used for this purpose.
