have you taken a look at "rtsol"? it is an application contained in the
usagi snapshot kit (don't know if it is shipped with usagi stable 4.1 too)
that sends router solicitations messages.
with a few simple changes to the code (which is less than 200 lines), you
should be able to make it send neighbor advertisements instead of router
solicitations messages.
