[ds6] ipv6 neighbour table management in user space!

Hi all:

I am new to this list, my question is :

Is it possible to manage neighbour table in user space, that is to say get all the neighbour table entiries from kernel and when the entries changed ,for example , state transition| new entry| deleted entry ,I can get notified.
