what distribution do you have? many distributions already provide an ipv6 
enabled version of xinetd which is easier to use than netkit-inetd.

BTW, are you really sure you want to setup a telnet daemon? since it is 
potentially a big security threat, you may want to use ssh instead.

AFAIK, unfortunately, you can't. the usagi project does not like to provide 
documentations about their software :-(
